The system inherits the operating model
A platform cannot decide who owns a decision, what evidence is acceptable or when an exception should be escalated. If those rules remain informal, the implementation simply digitizes uncertainty.

Control is designed before it is configured
The durable sequence is to map the current work, expose control gaps, define the future process and only then configure roles, permissions, approvals and reports in the ERP.
